Put flour, salt and pepper in a container. Shake to combine.
Add stew beef, shake to coat.
Brown meat in a stockpot in 3 tablespoons of oil.
Add onion and water. Cover and cook on low for 2 1/2 hours.
Add potatoes and carrots, cook until tender.
To thicken: Mix 3 tablespoons flour and 3 tablespoons butter together making a paste. Add to pot, bring to boil, simmer 10 minutes.
